What is Provisional Ballot?

Provisional ballots ensure that voters are not excluded from the voting process due to an administrative error. They provide a fail-safe mechanism for voters who arrive at the polls on Election Day and whose eligibility to vote is uncertain.

• A provisional ballotis used to record a vote when there are questions about a given voter's eligibility that must be resolved before the vote can count.
• The only difference is a provisional ballot is placed in a special envelope; however, a REGULAR ballot is placed in the ballot box
